Buck Creek Wildfire After-Action Review
Council received the Buck Creek Wildfire After-Action Review, which was conducted by Transitional Solutions Inc. The review details the aftermath and response to a Type 3+ emergency management event as a result of a Head Fire Intensity Level Six out of control wildfire, formally identified as the Buck Creek RC005 Wildfire. A Level Six fire is the most extreme category on this rating scale. The review identifies areas of strength, areas that require improvement, and makes recommendations to improve emergency response. The review is available on the Brazeau County website and is easily accessed by searching “Buck Creek wildfire” after clicking on the magnifying glass in the top right corner of the website.
ALUS-1 Guiding Framework Policy
Council approved a revised ALUS-1 Guiding Framework Policy. The proposed policy revisions include updates to the description of ALUS projects, eligibility criteria, and a 20 per cent increase to payments. Annual payments have been reviewed by the Partnership Advisory Committee annually but have not increased since the program’s inception in 2016. The fencing cap for establishment costs was adjusted in February of 2021 and the AMP Grazing rate was added in 2022. The revised annual payment rates will apply to new and renewed participant agreements going forward and are not retro-active on existing agreements. Agreements are for a five-year term, so as existing agreements come up for renewal, they will have the new rates applied accordingly. The updated description of ALUS projects brings it in line with national wording with the addition of “inefficient to farm” land. Clarification from ALUS national on the amount of land that can be enrolled is addressed in the Eligibility Criteria section. Specifically, the PAC has the discretion to approve enrollment acreage size of marginal, environmentally sensitive, and inefficient to farm land, based on the merits of the specific project. However, projects on working agricultural lands now have a limit of 20 per cent being eligible to enroll in ALUS, in accordance with ALUS national guidelines.
